MOE and TBC are Signing School Buildings Wave 1 PPP Project Agreements , and Releasing School Buildings PPP Wave 2 RFP

Riyadh November 2020: The Ministry of Education (MOE) and Tatweer Buildings Company (TBC), which is owned by the Public Investment Fund and is considered the execution arm of MOE's projects signed today the School Buildings PPP Wave 1 project agreement. Also, they the RFP for Wave 2 under a build, maintain and transfer (BMT) was released.  
Despite the exceptional circumstances the word, including the Kingdom, went through during COVID-19 pandemic (TBC) was able to fulfill the requirements for signing​ the first contract, which is the first of its kind in the education sector. 

H.E.the Minister of Education, Chairman of the Education Sector Privatization Supervisory Committee, Dr. Hamad Al Al-Sheikh, thanked the Custodian of the Two Holy Mosques and His Royal Highness the Crown Prince for their continuous support of the education sector in the Kingdom, and to all relevant authorities that supported the PPP projects including: the Ministry of Finance, National Center for Privatization and PPP (NCP), and National Project Management Organization (Mashroat).
His Excellency also valued the role played by the MOE and TBC in coordinating with all relevant government entities to obtain the necessary approvals and overcome obstacles to enable the implementation of PPP projects, specifically Wave 1, which is the first of its kind in the Saudi education sector. 

His Excellency emphasized that the MOE always strives to develop and improve the educational environment which will reflect positively on students and all the sector employees, so that the Ministry can achieve the aspirations of the Kingdom's Vision 2030. 
From this standpoint, the role of the PPP program within the build, maintain and transfers (BMT) track to raise the efficiency of educational facilities in accordance with international best practices. 

His Excellency stated that the MOE will supervise these schools and provide free education, while the role of the private sector will be limited to finance, design, build and maintain the facilities only. 

The CEO of TBC, Eng. Fahad Al-Hammad, explained that the strategic partnership between the MOE and TBC resulted in the realization of several projects and initiatives that further enhanced the education sector in the Kingdom. The most important of which is the initiative which strengthens the partnership with the private sector to provide educational buildings. 
It aims to achieve maximum benefit from the experiences of the private sector in improving, developing, and raising the efficiency of educational facilities. He went on to express his appreciation of the role of the work team which participated in this initiative from the Ministry of Finance and the NCP for their tremendous cooperation during the different stages of the project. 

It is noteworthy that Wave 1 of the PPP program is comprised of 60 public schools, accommodating more than 50 thousand students of various educational levels: elementary, intermediate, and secondary in both Makkah and Jeddah. The project construction period will be 3 years, followed by 20 years for facility management by the private sector. The project contract was signed with (Wave 1 Project Company Ltd.) that was established by the alliance (Ajyad Knowledge Company for Education and Training and Al Bawani Company Ltd.) The proposal for the Wave 2 project is to implement 60 schools in  AlMadinah AlMunawwarah which  contributes to  the growing needs for the public school seats. TBC will announce the prequalified applicants of Wave 2 soon.   

TBC completed the qualification procedures for Wave 2 of the (BMT) PPP Program which is to build, maintain and transfer 60 schools in AlMadeniah AlMonawarah. TBC received 14 Statements of Qualifications (SOQ) of which 8 were accepted. And the results were announced on the TBC website and social media platforms.

Mr. Muhammad Abu Nayyan, Chairman of International Vision Investment Company, one of the founding partners of (Ajyad Knowledge for Education & Training) in partnership with (Al-Mutlaq Group and Omran Muhammad Al-Omran & Partners) expressed his pride in contributing to the implementation of education sector development strategies which is one of the pillars of achieving the Kingdom's 2030 vision.
