NCP Releases the PSP Law "Implementing Regulations" Draft for Public Consultation

​Riyadh, June 2021—In cooperation with the Public Consultation Platform, The National Center for Privatization and PPP (NCP) announces the launch of the Public Consultation for the Implementing Regulations draft of the Private Sector Participation (PSP) Law promulgated per Royal Decree No. (M/63), dated 15/03/2021. The Consultation is open for submission of responses from Wednesday 16/06/2021, until Thursday 01/07/2021. Respondents shall submit their responses to the Public Consultation Platform at the National Competitiveness Center (NCC) website prior to the given deadline.

The Implementing Regulations of the PSP Law aim to formulate and organize the PSP projects and their procedures, thus clarifying main aspects of the PSP law issued per Royal Decree No. (M/63) 21/3/2021. The PSP Implementing Regulations clarify the requirements for developing and analyzing Privatization plans and models, as well as identifying the mechanisms for PPP and Divestment procurement, implementation process, and the rules and conditions guiding these processes. It also sets out the mechanisms and procedures for dealing with disputes relating to the procurement process and awarding decisions and the guiding principles on that regard.

The NCP believes that the process of issuing laws and regulations requires cooperative efforts and participation of stakeholders and the public. NCP is committed to review and take in consideration all submitted responses before proceeding with final approvals.
