King Faisal Specialist Hospital (“KFSH") intends to launch a PPP procurement process for two separate PPP 'pathfinder' projects one being a Staff Accommodation PPP (“SA PPP") and a Managed Equipment Services PPP (“MES PPP") closing on 12 May 2019.
The PPP procurement process is being managed within KSA's Privatization & PPP Framework wherein both PPP projects are considered priority projects for the Government are fully supported by the National Center for Privatization & PPP (“NCP"), the Privatization Program and the Supervisory Committee for Healthcare and the Ministry of Finance (“MoF").
The Staff Accommodation project is based on a Build Operate Transfer (“BOT") structure with a 20-year operational period. The Project will contain 15 accommodation towers with 3,291 staff accommodation units in the scope, in addition to another smaller 13 support buildings. The Project is expected to house more than 7,600 people which account for the medical staff members and their families.
The procurement of the medical equipment and medical furniture including the specialist fit out of select areas has been structured based on a Managed Equipment Service (“MES") model with a 15-year operational period. Both projects include a performance linked availability based payment mechanism.
The SA PPP is expected achieve its first service availability date in 2022 and the MES PPP is expected to achieve its first service availability date in 2021.
The RFPs are expected to be released to the market in the second half of 2019.
