The Committee for Appeals Against PSP Project Tendering and Awarding Procedures
About the Committee:
As stipulated in Article (39) of the PSP Law, this committee was established to review appeals
submitted in relation to the tendering and awarding procedures of PSP projects.
The committee has the authority to accept an appeal, confirm its validity,
determine any compensation due, or reject it and confirm its invalidity.
Scope of Work:
The committee reviews grievances related to the procedures of tendering
and awarding PSP projects, including:
- Appeals concerning the terms and requirements stated in the
Request for Qualifications (RFQ) or Request for Proposals (RFP).
- Appeals related to the evaluation results of qualification submissions
and the list of prequalified bidders.
- Appeals concerning the evaluation of proposals
and the selection of the preferred bidder.
- Appeals related to the final award decision.
Structure:
The committee is formed by a resolution of the Board of Directors
and may include one or more committee, consisting of at least five members,
including the Chairperson and Vice Chairperson.
At least two members must have legal qualifications,
and all members must possess the necessary expertise, professionalism,
and independence to perform their duties effectively..
