Riyadh, September 2025 – The National Center for Environmental Compliance (NCEC), in collaboration with the Ministry of Environment, Water and Agriculture (MEWA) and the National Center for Privatization & PPP (NCP), is pleased to announce the launch of the Expression of Interest (EOI) phase for the Environmental Inspection Project. This project will be executed under a Public-Private Partnership (PPP) model through a 10-year Operation and Management (O&M) contract.
This project marks a significant step toward enhancing environmental compliance and regulatory enforcement in the Kingdom. The private sector partner will be responsible for conducting nationwide environmental inspections, ensuring adherence to regulatory standards at approximately 250,000 facilities across the Kingdom. The project scope includes recruiting and training inspectors, providing, maintaining, and operating all necessary vehicles and equipment. Additionally, the inspection process will be digitalized through the development of an advanced electronic system to document inspection visits, ensuring seamless data transfer and generating comprehensive post-visit reports.
The project aims to expand inspection coverage, improve operational efficiency and quality standards, as well as streamline compliance procedures reinforcing Saudi Arabia's commitment to international environmental standards. It also aligns with the goals of Vision 2030, supporting sustainability efforts and accelerating the digital transformation of environmental monitoring.
